Keisha Collins
Managing Director and Principal Consultant
Keisha Collins is the Managing Director and Principal Consultant of Thomas Hylton & Associates. She brings more than 20 years of international advisory, senior management and technical leadership experience across inclusive finance, secured transactions, MSME finance, private sector development and financial sector strengthening. She has held senior roles with leading international development organisations and delivered complex assignments across the Caribbean, Latin America, Africa, Asia and the Middle East. Her practice spans strategy, product development, institutional strengthening, risk management and implementation support, advising governments, central banks, development finance institutions, financial institutions and enterprise support organisations to design practical, market-relevant solutions that improve performance, expand access to finance and enable enterprise growth.
Karen Hylton
Executive Director
Karen Hylton is THA's Executive Director, with more than 18 years of experience in development finance, secured transactions, MSME finance, and agricultural investment. She has helped advance Jamaica's secured transactions reform agenda, strengthen collateral registry operations, and structure innovative financing solutions that expand access for MSMEs and agribusinesses.
Lauren Littles
Director, Program Design and Delivery
Lauren Littles leads delivery and PMO functions at THA, helping to ensure assignments are well designed, well managed, and executed to a high standard. Her background spans programme delivery, curriculum design, and project coordination, with strong experience translating client needs and evidence into practical tools, training, and implementation support.
Ziad Al Refai
Regional Director, Syria, Yemen, and Iraq
Ziad Al Refai serves as THA's Regional Director for Syria, Yemen, and Iraq, bringing over 30 years of experience in financial inclusion, MSME development, and economic empowerment across the MENA region. He has advised central banks, non-bank financial institutions, and development partners on inclusive finance strategy, institutional strengthening, product innovation, and capacity building in complex environments.

Data and Research Lead
Asta Musa is THA's Data and Research Lead, with expertise in research, evaluation, data systems, and AI-enabled analysis. She has supported global organizations to strengthen reporting, design evaluation frameworks, improve data governance, and translate complex evidence into clear, actionable insights for decision-making and programme improvement.

Monitoring and Evaluation Lead
Dr. Jodi-Ann A. Johnson is THA's Monitoring and Evaluation Lead, with more than 15 years of experience in MEL, governance, and institutional reform. She specializes in results-based management, theory of change, performance measurement, risk management, and data-driven decision-making, helping organizations strengthen accountability, learning, and operational performance.
